Guide to the SPCC Regulation for Transportation Industries
Purpose Of This Web-Based Training Module
This
web-based training module provides an overview of the requirements for
developing a Spill Prevention Control and Countermeasures (SPCC) Plan,
as specified in regulations promulgated by the U.S. Environmental Protection
Agency (US EPA) under 40 CFR 112. This web-based training module also
highlights some special SPCC considerations for facility owners and
operators in transportation industries. This web-based training module
was developed by the Indiana State University with funding from the
U.S. EPA through a cooperative agreement grant to the AAAE (American
Association of Airport Executives).

to Users of this Module Regarding Current and Future Potential Changes
to the SPCC Regulations
Please
note that the U.S. EPA has issued a Notice in the Federal
Register (Vol. 69, No. 123, p.38297, Monday, June 28, 2004 (Unified
Agenda)) announcing potential revisions to the SPCC rule, therefore
certain provisions in this web-based training modules may currently,
or in the future, undergo review, clarification and or changes. Among
these are the following possible areas: 1) Applicability of the rule
to motive power; 2) Secondary containment and consideration of cost;
3) Wastewater and the applicability of the rule to oil-water separator;
4) Loading/unloading areas vs. rack; 5) Wastewater exemption at production
facilities; 6) Applicability of the rule to mobile/portable containers;
7) Applicability of the rule to various forms of piping; 8) Scope and
definition of operational equipment vs. process vessels; 9) Distinction
between the various secondary containment requirements; 10) Integrity
testing for small bulk containers.
