SWPPP Preparation SWPPP requirements are designed to provide a process to ensure that pollutants stay out of stormwater discharges from industrial activities. To achieve this goal, the facility must select and implement various Best Management Practices (BMPs), including schedules of activities, prohibitions of certain practices, maintenance procedures, and other management practices to prevent or reduce stormwater pollution. All permit holders under the EPA’s NPDES General Permit for Stormwater Discharges Associated with Industrial Activity must meet a number of general requirements. In addition, permittees who are subject to reporting requirements under Section 313 of the Emergency Planning and Community Right-to-Know Act (EPCRA), (also known as Title 3 of the Superfund Amendment and Reauthorization Act [SARA]), will have to meet special requirements under EPA’s general permit.
