There are additional training requirements for employees and contractor personnel who work in areas where EPCRA, Section 313, water priority chemicals are used or stored (EPCRA, SECTION 313, FACILITY REQUIREMENTS ). These employees must be trained in the following areas, at least once per year:

  • Preventive measures, including spill prevention and response and preventive maintenance

  • Pollution control laws and regulations

  • The facility’s SWPPP

  • Features and operations of the facility that are designed to minimize discharges of Section 313 water priority chemicals, particularly spill prevention procedures

Employee training can be delivered through various methods such as: using existing related training programs, posting signs in significant locations in the facility, and distributing written copies of BMPs to supervisors and selected personnel.

Employee Training Records

Facilities need to maintain employee SWPPP training records for internal stormwater pollution prevention compliance evaluation. The records will be made available to EPA inspectors, if requested. Training records will be maintained until one year after the permit expires. These training records need to include the following information:

  • Date of training

  • Attendees and their job functions

  • Subject of training and specific topics addressed
