EPA published a Draft Strategy for National Clean Water Industrial Regulations

On November 29, 2002 EPA published a Draft Strategy for National Clean Water Industrial Regulations. Under the Clean Water Act, EPA is required to established national technology-based regulations, termed “effluent guidelines”, to reduce pollutant discharges from industrial facilities to surface waters and publicly owned treatment works. The draft strategy describes a process to identify existing effluent guidelines that EPA should consider revising, and to identify any industrial categories for which the Agency should consider developing new effluent guidelines. EPA proposes to use this process to develop future Effluent Guidelines Program Plans, which EPA is required to publish under section 304(m) of the Clean Water Act every two years. EPA is seeking comments on this strategy and AAAE plans on providing specific comments on it.

This process impacts airports because EPA could consider developing effluent guidelines for airports across the country which would impose specific numeric limitations to any stormwater run-off from airports. AAAE will participate in the development of this strategy so to assure that the criteria and process used to revise existing guidelines or to identify new industrial categories is a reasonable and transparent one.
